Amends Arizona Revised Statutes section 38-651 to add a definition of "dependent" for state employee health insurance purposes, specifying dependents as a spouse, a child under age 26, or a disabled child who was disabled before age 19 and for whom the employee had custody.

Directs the Department of Administration to apply the definition of eligible dependent from Arizona Administrative Code R2-5-101 as it existed on September 30, 2009, except where superseded by federal law.

Applies retroactively to September 30, 2009, allowing the amended definition to govern state health insurance coverage determinations from that date forward.
