Amends Arizona Revised Statutes section 41-1080 to require documentation of citizenship or authorized alien status when applying for licenses and fingerprint clearance cards issued by state agencies or political subdivisions.

Accepts 12 forms of approved documentation including Arizona driver licenses, U.S. passports, birth certificates, visas, employment authorization documents, and tribal identification.

Creates exemptions for foreign nationals residing outside the United States whose license benefits do not require U.S. presence, and for residents of other states holding equivalent licenses who seek an Arizona license solely for compliance purposes.

Allows individuals who have established U.S. citizenship or nonexpiring federal work authorization to avoid resubmitting documentation upon license renewal or reinstatement, except those with expired limited work authorization must provide updated documentation.

Requires individuals to present government-issued photo identification if their citizenship documentation does not include a photograph, and expands the definition of "agency" to include the Department of Public Safety and fingerprint clearance card issuance.
