Amends Arizona Revised Statutes Section 36-136 to add an exemption for baked and confectionary goods prepared in private home kitchens for commercial purposes, provided they meet specific labeling and safety requirements.

Requires home-prepared baked goods to be packaged with labels clearly stating the maker's address and contact information, listing all ingredients, and disclosing that the product was prepared in a home (or in a facility for developmentally disabled individuals, if applicable).

Mandates that persons preparing or supervising preparation of home-based baked goods obtain a food handler's card or certificate if issued by the local county and register with an online registry established by the department.

Directs the Department of Health Services to establish an online registry of food preparers authorized to prepare baked and confectionary goods for commercial purposes under the home exemption.

Defines "potentially hazardous" for home-prepared baked goods by reference to the FDA Food Code as modified and incorporated by rule by the department.
