Appropriate transferred funds to budget units specifically for hiring current or former state employees to provide custodial and janitorial services in state-owned or state-leased buildings.

Require the Department of Administration to submit monthly reports to the Director of the Joint Legislative Budget Committee detailing amounts transferred during the prior month.

Allow taxpayers to bring a special action in court to enforce compliance with the bill's provisions.
