Amends Arizona Revised Statutes section 9-463.05 to modify requirements for development fees assessed by municipalities, including clarification of how fees must be used and calculated.

Requires municipalities to adopt or amend an infrastructure improvements plan before assessing new or modified development fees, with public notice and hearings required at least 60 days in advance.

Establishes a 24-month moratorium on assessing new or increased development fees against a development after the municipality's final approval, unless material changes are made to the site plan or subdivision plat.

Requires municipalities to submit annual reports accounting for the collection and use of development fees, including amounts assessed, fund balances, and how fees are spent on capital improvement projects.

Repeals Arizona Revised Statutes section 9-805 and Laws 2009, third special session, chapter 7, section 41 (as amended by Laws 2010, chapter 153, section 1).
