Adds new section 32-908 limiting the State Board of Chiropractic Examiners to increasing any fee category no more than once every two years, unless necessary to avoid threat to public health or safety.

Removes specific dollar amounts for application fees, license fees, certificate fees, and reinstatement fees in sections 32-921, 32-922, 32-922.01, 32-922.02, and 32-923, allowing the board to set fees by rule instead.

Establishes new reinstatement fee for inactive licensees seeking to return to active status, to be set by board rule under amended section 32-923.

Exempts the State Board of Chiropractic Examiners from standard rulemaking requirements under Arizona Revised Statutes title 41, chapter 6 for one year to adopt the new fee structure.

Designates the act as an emergency measure effective immediately upon enactment.
