Amends Arizona Revised Statutes Section 45-516 regarding poor quality groundwater withdrawal permits.

Replaces pronoun "he" with "the director" for gender-neutral language when describing who determines if groundwater withdrawal is consistent with the management plan.

Permits the director to issue poor quality groundwater withdrawal permits for up to 35 years based on the estimated life of the groundwater source.

Requires the director to monitor withdrawals under poor quality groundwater permits and terminate permits if the conditions for issuance no longer apply.
