Amends Arizona Revised Statutes section 28-883 regarding parking privileges for persons with physical disabilities.

Authorizes the director to enter into agreements with other jurisdictions (including foreign countries) to extend parking privileges for persons with permanent disabilities to Arizona residents.

Requires Arizona to recognize international symbol of access special plates and placards issued by other states and foreign countries.

Grants nonresidents from other states or foreign countries the same parking privileges as Arizona residents if their vehicle displays valid disability plates or placards from their home jurisdiction, even without a formal written agreement between Arizona and that jurisdiction.
