Establishes the energy policy study committee consisting of 27 members including legislators, state officials, utility representatives, and energy advocacy group representatives appointed by various state entities.

Committee members serve without compensation and shall elect a chairperson and vice-chairperson at an initial meeting called by the governor.

Committee is tasked with examining all aspects of energy policy including supply, production, transportation, delivery, distribution, demand and prices, and developing state energy policy recommendations.

Requires committee to submit a report of findings and recommendations to the governor, president of the senate, and speaker of the house of representatives on or before September 30, 2013.

Committee is repealed effective September 30, 2013.
