Establishes a 90-day window for cities, towns, and counties to inspect residential properties with pending foreclosures and issue maintenance orders to the deed of trust beneficiary; failure to issue an order within 90 days waives authority to order removal.

Requires beneficiaries to pay all assessments levied for property maintenance before proceeding with a notice of sale, and mandates recording of a release of assessment lien before the trustee can proceed with foreclosure sale.

Delays the power of sale for residential property foreclosures until after delivery of notice of pending foreclosure to local authorities and resolution of any maintenance orders and assessment liens.
