Renames the "Arizona game and fish department" to the "Arizona wildlife conservation service" throughout Title 17 of Arizona Revised Statutes.

Renames the "game and fish commission" to the "Arizona wildlife conservation service commission" while maintaining its five-member structure, appointment process, and governing authority over wildlife laws.

Updates all references to department leadership positions, including the director and employees, to reflect the new organizational name while preserving their existing powers and duties.

Establishes a volunteer reserve organization called the "Arizona wildlife conservation service reserve" with the same structure and functions previously held by the game and fish department reserve.

Permits the wildlife conservation service to continue using existing signage, printed materials, and insignia from the game and fish department through December 31, 2016, during the transition period.
