Amends section 20-2322 of Arizona Revised Statutes to strengthen mental health parity requirements for accountable health plans offering health benefits that include mental health services.

Prohibits accountable health plans from imposing treatment limitations or financial requirements (deductibles, coinsurance, copayments, cost sharing) on mental health benefits unless comparable requirements are imposed on non-mental health services.

Increases the cost exemption threshold from one percent to two percent in the first year and one percent in subsequent years for plans to comply with mental health parity requirements.

Expands the definition of "mental health benefits" to include substance-related disorders covered under the international classification of disease that meet medical necessity criteria under the plan.

Removes the exclusion of substance abuse and chemical dependency treatment from mental health services coverage requirements.
