Amends Arizona Revised Statutes Section 48-5303 to modify voting procedures for the regional transportation authority board of directors.

Removes language requiring one vote per member when determining transportation policy and replaces it with a weighted voting option.

Establishes weighted voting based on population representation, where each member receives a percentage vote proportional to the population they represent.

Caps any single member's weighted vote at 40 percent of the total weighted vote, even if their population proportion would entitle them to more.

Requires a minimum of one-third of voting members in addition to weighted vote approval for preliminary approval of a regional transportation plan.
