Amends Arizona Revised Statutes Section 49-429 regarding air pollution control permit transfers.

Clarifies that permits are non-transferable between locations or sources, except for mobile or portable sources which may be transferred after notification to the department.

Permits may be transferred from one person to another if the current permit holder provides written notice to the director including the transferee's name, address, telephone number, statutory agent, effective date, and other required information.

Director may deny a permit transfer if the transferee is incapable of operating the source in compliance with article requirements, rules, and permit conditions; denial must be issued within ten working days of receiving transfer notice.

Denial of a permit transfer may be appealed as an appealable agency action under Arizona Revised Statutes Title 41, Chapter 6, Article 10.
