Amends Arizona Revised Statutes to add a new local initiative method for realigning county boundaries, allowing territory to move from one existing county to an adjacent existing county as an alternative to county initiative procedures.

Requires realigned counties to meet existing qualification standards including assessed valuation of at least three-fourths of one percent of state total, population of at least three-fourths of one percent of state population, at least 100 square miles of privately owned land, and common boundaries with at least two or three other counties.

Establishes petition process requiring signatures from qualified electors equal to at least 15 percent of votes cast for governor in the affected territory, with petitions filed with and certified by the secretary of state.

Mandates a special election held exclusively in the territory proposed to move, with approval by majority vote, followed by acceptance consideration by the receiving county's board of supervisors through either resolution or county-wide election.

Requires attorney general to verify federal law compliance and establishes a distribution board to handle division of county property, assets, liabilities and records between the affected counties.
