Prohibits homeowners associations from banning the installation or use of solar screens intended as energy-saving devices in condominiums and planned communities.

Allows associations to adopt reasonable rules governing aesthetics, dimensions, placement, external appearance, and definition of solar screens only if such rules do not prevent installation, impair functioning, restrict use, or reduce efficiency.

Amends existing solar energy device protections to include solar screens and shade structures designed for energy savings under the same reasonable restrictions framework.

Requires courts to award reasonable attorney fees and costs to any party who substantially prevails in litigation against an association board for violations of these provisions.
