Amends Arizona Revised Statutes section 23-617 to add a new exemption category (paragraph 24) for certain travel agency workers from unemployment insurance requirements.

Exempts service performed by individuals as outside sales representatives for for-profit travel agencies if substantially all service is performed outside travel agency premises and all compensation is solely commission-based.

Defines "outside sales representative" as an individual whose services to a travel agency are performed under the travel agency's accreditation from a national airlines reporting corporation or endorsement from an international airlines travel agent network.

Excludes from the exemption any compensation payable based on service as specified in 26 U.S.C. sections 3304(a)(6)(A) and 3309(d).

Designates the act as an emergency measure operative immediately upon enactment.
