Adds definition of "payroll card account" to Arizona wage payment law, establishing it as an account through which an employer can electronically transfer wages on a recurring basis.

Allows employers to pay wages via payroll card account if the employee declines a direct deposit offer to a financial institution of their choice.

Requires employers using payroll card accounts to provide employees with written or electronic earnings statements and allow one free withdrawal per pay period (but not more than once weekly).

Requires employers to disclose all fees associated with employer-provided payroll card accounts to affected employees.

Maintains existing penalties for employer violations as a petty offense.
