Amends section 11-269.06 to change the population threshold for counties eligible to establish a county assessor's property information storage and retrieval conversion and maintenance fund from "five hundred thousand persons or less" to "less than seven hundred fifty thousand persons."

Removes the requirement that appointments of deputies, stenographers, clerks and assistants by county officers (including county assessor, public defender, court clerk, public fiduciary, and constables) must be filed in the office of the county recorder.

Repeals section 11-472, Arizona Revised Statutes entirely.

Delays the repeal of section 11-269.06 from December 31, 2011 to December 31, 2013.

Makes minor clarifying amendments to sections 11-409, 11-586, 12-283, 14-5601, and 22-131 regarding county officer personnel management and recordkeeping procedures.
