Prohibits municipalities from adopting codes or ordinances that mandate fire sprinklers in single-family detached residences or residential buildings with no more than two dwelling units.

Prohibits municipalities from imposing fines, penalties, or other requirements on property owners for choosing not to install fire sprinklers in such residences.

Applies the same restrictions to county boards of supervisors in unincorporated areas regarding fire sprinkler mandates.

Exempts codes or ordinances requiring fire sprinklers that were adopted before December 31, 2009 from these prohibitions.

Makes technical amendments to Arizona Revised Statutes sections regarding code adoption procedures and fire code authority.
