Amends recordkeeping requirements for scrap metal dealers to include seller's gender, height, weight, race, eye and hair color in transaction records exceeding $25.

Requires payment for scrap metal transactions to be made by mailed check or money order rather than on-site cash payment, with exceptions for industrial accounts that preregister authorized employee sellers.

Limits scrap metal sellers to one cash transaction per day and scrap metal buyers to one cash transaction per seller per day.

Establishes minimum age requirement of 16 years for scrap metal sellers.

Prohibits scrap metal dealers from purchasing specific items in original manufactured form including manhole covers, fire suppression valves, water meters, aluminum trench shoring, loading ramps, beverage kegs, and catalytic converters, except when acquired from industrial accounts or other scrap metal dealers.
