Authorizes county treasurers in counties with populations exceeding 2 million persons to establish and maintain a county treasurer's management fund from management fees collected on agency pool and involuntary pool participant deposits.

Permits county treasurers to deduct monthly management fees from earnings on monies maintained for pool participants and deposit these fees into the management fund for personnel and operating expenses.

Allows county treasurers to use a portion of management fees not subject to appropriation to fund the design, development, operation, and maintenance of an official agency website that is electronically searchable by the public.

Requires excess management fees collected at the end of each fiscal year to be credited back to agency pool participants and to the county general fund (for involuntary pool participants) based on the proportion of their deposits.

Provides that unexpended and unencumbered monies in the county treasurer's management fund do not revert to the county general fund at the end of the fiscal year.
