Adds eight synthetic cannabinoid compounds and their isomers to the definition of "dangerous drug" in section 13-3401, including JWH-018, JWH-073, JWH-019, JWH-398, JWH-200, JWH-250, JWH-015, HU-210, CP-47,497, and CP-47,497 C8 homologue.

Adds the same eight synthetic cannabinoid compounds and their isomers to schedule I controlled substances in section 36-2512.

Modifies the definition of hallucinogenic substances in both statutes to explicitly clarify that "isomer" includes optical, positional, and geometric isomers where applicable.

Changes statutory language from "which" to "that" in the controlled substances schedule for grammatical consistency.

Designates the measure as an emergency act operative immediately upon passage.
