Requires school districts to collect and compile data from parents or legal guardians about students enrolled in public schools who cannot prove lawful presence in the United States.

Mandates the Department of Education submit an annual report by December 15 to the governor, state treasurer, and legislature summarizing the collected data on a district-by-district basis without personally identifiable information.

Report must include student enrollment numbers, teacher positions and salary costs allocated to students without proven lawful presence, operations and maintenance costs, administrative costs, and estimated total taxpayer costs for educating noncitizen students.

Allows the superintendent of public instruction to withhold a school district's state aid apportionment and employee salaries or bonuses for failure to comply with data collection and reporting requirements.

Makes intentionally providing fraudulent reports or fraudulent underlying data a class 1 misdemeanor.
