Amends Arizona Revised Statutes Section 15-1042 to add a penalty provision for schools with significant data submission errors to the Student Accountability Information System (SAIS).

If more than 15% of required data submitted by a school district or charter school is determined to be incorrect, incomplete, or inaccurate, the state board of education must direct the superintendent of public instruction to withhold up to 10% of state funding that the district or school would otherwise receive during that fiscal year.

Maintains existing requirements that school districts and charter schools submit electronic student level data to receive educational funding, with protections for extensions and alternative submission methods based on good cause.

Clarifies that student level data cannot include information about student behavior, discipline, criminal history, medical history, religious affiliation, personal physical descriptors, or family information not authorized by parents or guardians.
