Establishes that the Governor may mobilize the National Guard or unorganized militia when deemed necessary to protect lives or property, with orders stating the purpose and objectives.

Designates the Adjutant General to issue mobilization orders, appoint troop commanders, serve as chief of staff to the Governor, and issue tactical and administrative instructions to mobilized units.

Allows county and municipal civil authorities to request National Guard aid for riots, insurrections, or civil disturbances by submitting written requests to the Governor specifying the object and affected area.

Permits rapid verbal requests for National Guard assistance in search and rescue operations, requiring written confirmation within two days.
