Requires each legislator to vote on all roll call votes for third reading and final passage of bills, memorials, and resolutions unless they have a personal financial interest or are excused by their chamber's rules or leadership.

Directs the Secretary of the Senate and Chief Clerk of the House to tally unexcused absences from required votes at the end of each regular legislative session.

Imposes a 5 percent salary forfeiture on legislators with unexcused absences exceeding 5 percent of total roll call votes on bills, memorials, and resolutions during a session.

Requires the salary deduction to be withheld from remaining pay periods on a pro rata basis.
