Amends Arizona Revised Statutes section 9-511.01 regarding municipal water and wastewater rates and procedures.

Requires municipalities to prepare a written report supporting any proposed rate increase and hold a public hearing at least 30 days after adoption of notice of intention.

For residential properties with four or fewer units, prohibits municipalities from requiring payment of unpaid water and wastewater charges from anyone other than the person who contracted for service, physically resides or resided at the property, and receives or received the service.

Clarifies that property owners may contract for water and wastewater service at their sole discretion and must provide payment for services.

Specifies that municipalities cannot refuse service to anyone other than the person who physically resided at and received service at the property.
