Prohibits Arizona and its political subdivisions from requiring public power entities or public service corporations to purchase or provide a specific percentage or amount of energy from renewable energy sources.

Grants every retail utility customer the right to choose whether to receive and pay for energy generated from renewable energy sources.

Reserves exclusive power to the state legislature for setting statewide renewable energy policy, with exceptions for delegated authority and utility rate setting already delegated by the state constitution.

Defines renewable energy to include solar, wind, biomass, geothermal, nuclear, agricultural waste, landfill gas, and hydroelectric power.

Permits political subdivisions to adopt local renewable energy policies that do not conflict with statewide legislative renewable energy policy.
