Amends Arizona law to classify charter schools as public schools for zoning purposes, allowing them to operate in locations where school district schools are permitted.

Prohibits municipalities and counties from charging charter schools zoning fees, site plan fees, or development fees that would not apply to traditional public schools.

Requires municipalities and counties to provide expedited hearings and final determinations for charter school applications within 30 days for administrative reviews or 90 days for processes requiring public hearings.

Adds new restriction prohibiting charter schools from being established or operated on commercial or residential property in age-restricted communities located in unorganized territory.

Designates the measure as an emergency provision effective immediately upon enactment.
