Amends Arizona Revised Statutes Section 28-7046 regarding establishment, opening, relocation, alteration, vacation or abandonment of state highways.

Changes the language in subsection A from "it shall enter a resolution on its minutes" to "the board shall enter a resolution in its minutes" for grammatical clarity.

The amendment clarifies that the state board (rather than an ambiguous pronoun) must approve proposed highway actions by resolution before the director can proceed.

Maintains existing authority for the director to acquire property by condemnation or other means for approved highway projects.

Does not substantively alter the board's approval process or the superior court's right to review highway decisions by certiorari.
