Applies only to special health care districts in counties with populations of 2 million or more persons.

Requires district boards to adopt competitive procurement rules that mandate requests for proposals and ranking systems for all contracts except intergovernmental agreements and individual medical/nursing professional services.

Mandates districts post on their websites within 24 hours of contract award or amendment: the solicitation, successful bidder name, contract amount and term, actual amount paid, bidder rankings, and the same information for all other bidders (except amounts paid).

Establishes that districts must operate general hospitals providing emergency, trauma, burn center, and maternity services for at least 10 years after first operating a general hospital, with restrictions on constructing or acquiring hospitals outside a three-mile radius.

Limits districts to owning or operating no more than three outpatient surgical centers during the first 10 years of general hospital operation, with specific location requirements.
