Amends Arizona Revised Statutes Section 15-726 regarding selection and ordering of textbooks and instructional computer software in schools with four or fewer teachers.

Changes the county school superintendent's role from having "advisory authority to assist" the governing board to simply "advise" the governing board on textbook and instructional computer software selection.

Maintains existing requirements that state welfare institutions and accommodation schools purchase textbooks and instructional computer software using the same procedures as common schools.

Requires welfare institutions to use their own institutional funds for textbook and instructional computer software purchases, with county school superintendents purchasing materials for accommodation schools from county school reserve funds.
