Establishes a public suggestion award program within the Department of Administration to reward members of the public for adopted ideas or procedures that reduce state expenditures or improve operations.

Awards equal 10 percent of savings generated by adopted suggestions, with a maximum award cap of $2,000 per suggestion.

Creates a nine-member Public Suggestion Award Program Board appointed by the director to establish program policies, review suggestions, and approve awards with agency head concurrence.

Establishes a dedicated Public Suggestion Award Program Fund funded through legislative appropriation, with the director authorized to annually request necessary funding.

Allows the director to use up to 6 percent of appropriated monies for administering, advertising, and promoting the program.
