Amends section 15-1626, Arizona Revised Statutes, regarding the Arizona Board of Regents' administrative powers and duties.

Requires students who have earned at least one baccalaureate degree to be charged the full and actual cost of any credits earned after obtaining their degree.

Prohibits state monies from being appropriated or used to subsidize tuition and fees for students who have already earned at least one baccalaureate degree.

Mandates the Board of Regents report annually to the joint legislative budget committee on the number of students who met or exceeded the undergraduate credit hour threshold or who have already obtained at least one baccalaureate degree.
