Requires commercial racing permittees with gaming licenses to transfer a specified percentage of daily gross gaming revenue to the state treasurer for deposit in the state general fund (specific percentage amount left blank in bill text).

Defines "gross gaming revenue" as the net win from gaming, calculated as the difference between gaming wins and losses before deducting costs and expenses.

Requires enactment by affirmative vote of at least two-thirds of each house of the legislature, with immediate effect upon governor's signature.
