Establishes a housing incentive program administered by the Department of Real Estate to provide payments to people who relocate to Arizona from another jurisdiction and purchase an owner-occupied home.

Provides $2,000 to purchasers of resale homes and $1,000 to purchasers of new construction homes.

Program terminates on July 1, 2021 pursuant to Arizona's statutory sunset review process.
