Amends Arizona Revised Statutes Section 49-542 regarding vehicle emissions inspection programs and diagnostic trouble codes for vehicles in areas A and B.

For vehicles receiving onboard diagnostic checks that show "not ready for testing" or diagnostic trouble codes, allows vehicle owners to either obtain a special 90-day resident registration or pay a second testing fee and take a tailpipe emissions test as an alternative.

If a vehicle passes the tailpipe emissions test after failing the onboard diagnostic check, the vehicle must pass an onboard diagnostic check within one year after the tailpipe test.

Applies these diagnostic code provisions across four separate amendments to Section 49-542 that were previously enacted in 2007, 2008, and 2010.

Makes the bill's effectiveness conditional on previously established conditions related to emissions testing program implementation being met, with the director of environmental quality required to notify the legislative council of compliance.
