Allows persons attending open meetings of condominium associations and planned community associations to tape record or videotape open portions of board and membership meetings.

Permits boards of directors to adopt reasonable rules governing the taping of open meeting portions, but such rules cannot prohibit tape recording or videotaping by attendees.

Applies these tape recording and videotaping rights to both condominiums (section 33-1248) and planned communities (section 33-1804).

Maintains existing requirements that all association and board meetings be open to members or their designated representatives, with exceptions for legal advice, litigation, personal/financial information, and employee matters.
