Amends Arizona Revised Statutes sections 28-332, 28-501, and 28-652 to reorganize the Department of Transportation's statutory responsibilities regarding work zone safety and mobility.

Requires the director of the Department of Transportation to adopt standards and specifications for work zone safety and mobility in state highway work zones, in addition to existing traffic control device requirements.

Establishes that standards and specifications for work zone safety and mobility must include consultation with stakeholders such as area law enforcement and emergency responders on projects requiring a traffic management plan.

Updates cross-references in sections 28-501 and 28-652 to reflect the renumbering of subsections due to the addition of new work zone safety requirements.

Clarifies that "state highway work zone" means an area within state highway right-of-way subject to preliminary engineering work or construction, repair, or maintenance work.
