Amends Arizona Revised Statutes Section 15-132 regarding temporary certificates for exchange teachers and professors.

Changes the language from "promulgated" to "adopted" when referring to state board of education rules for certification.

Adds "or professor" to clarify that temporary certificates apply to both exchange teachers and professors from foreign countries and other states.

Requires that exchange teachers' and professors' training and background be equivalent to those of the local teacher or professor with whom the exchange is made.
