Amends Arizona Revised Statutes Section 16-101 to lower the voter registration age from 18 years to 16 years old.

Allows 16-year-old registrants to register to vote but restricts voting eligibility until they reach 18 years of age.

Maintains all other voter registration qualifications including U.S. citizenship, 29-day state residency requirement, and ability to write name or make mark.

Preserves disqualifications for individuals convicted of treason or felony (unless civil rights restored) and those adjudicated incapacitated persons.
