Allows qualified persons to register to vote on election day by appearing at their precinct polling place and completing a registration form.

Election day registrants may vote immediately for federal offices, statewide and countywide offices, and legislative candidates on that same day.

Election day registrants are not permitted to vote in partisan primary elections until at least 29 days after their registration date.

Requires the Secretary of State and county election officers to promptly implement the provisions of this article.
