Adds a question to the voter registration form asking whether registrants want to be placed on the permanent early voting list to receive automatic mailings of early ballots for all subsequent eligible elections.

Allows a completed and valid voter registration form with a "yes" response to the permanent early voting list question to serve as a valid written request to join the permanent early voting list.

Maintains existing procedures for the permanent early voting list, including signature verification, election notices, voter contact attempts, and removal options.

Permits voters to change mailing addresses, update residence addresses, or request exclusion from upcoming elections through responses to county election notices.

Allows voters to remain on the permanent early voting list unless they request removal, become ineligible, or cannot be contacted after undeliverable mail.
