Establishes regulation of "private property trespass towers" (businesses that tow vehicles from private property without owner permission) under Arizona Revised Statutes Title 44, Chapter 9, Article 23.

Sets maximum towing rates at $120 per vehicle and storage rates at $20 per day (after first 6 hours), effective July 1, 2012, unless county or city has stricter regulations.

Requires private property trespass towers to maintain 3-year records of removed vehicles, obtain written authorization from property owners before towing, notify law enforcement within 20 minutes of removal, and maintain specified insurance coverage including $1 million business automobile liability.

Prohibits towers from refusing vehicle release due to nonpayment (owner must only provide proof of identity and ownership and sign receipt), prevents compensation to property owners beyond towing services, and forbids towing when vehicle owner is present and able to remove the vehicle immediately.

Establishes civil penalties of $1,000-$5,000 and criminal penalties (Class 1 misdemeanor) for violations; article is set to be repealed June 30, 2021.
