Amends section 16-948 of Arizona Revised Statutes regarding controls on participating candidates' campaign accounts under the Citizens Clean Elections Act.

Prohibits campaign monies from being used for food and beverages for staff and volunteers except up to $11 for breakfast, $16 for lunch, and $27 for dinner per person.

Prohibits campaign monies from being used for personal use, including household items, clothing (except de minimis campaign apparel), tuition, mortgage/rent/utilities, entertainment admissions, club memberships, gifts, and extended warranties.

Restricts purchase of fixed assets to $800 or less; assets costing $200 or more that can be used for non-campaign purposes must be returned to the commission within 30 days after the primary or general election, or the candidate may reimburse the commission for half the original purchase price.

Requires this amendment to be effective only upon affirmative vote of at least three-fourths of the members of each house of the legislature.
