Amends Arizona Revised Statutes section 9-101.01 to modify rules governing incorporation of cities and towns within urbanized areas.

Allows incorporation of areas with 60,000 or more persons without requiring approval from the existing city or town that created the urbanized area.

Maintains existing requirements that areas with fewer than 60,000 persons must obtain either a resolution of approval from the existing city or town, or file an affidavit stating annexation was requested but not approved within 120 days.

Clarifies that cities or towns incorporated before June 20, 1968 are not subject to urbanized area restrictions, and territory from unlawfully incorporated cities may be incorporated without restrictions if petitions are filed within one year of final court judgment.
