Amends the notification requirement for written contracts for newly constructed dwellings to specify that the two-year complaint filing period begins on the earlier of substantial completion by the homebuilder, close of escrow, or actual occupancy.

Requires the notice of homebuyers' right to file complaints with the Arizona registrar of contractors to be prominently displayed in at least ten point bold type, and buyers must initial the notice provision to be deemed to have received it.

Clarifies that complaints against homebuilders must be filed within two years before the filing date based on when the two-year period commences (substantial completion, close of escrow, or actual occupancy for new construction).

Prohibits the registrar from issuing citations for failure to perform work professionally or per building codes if the contractor is not given an opportunity to inspect within 15 days of written notice, or if the work has been subject to neglect, modification, or abnormal use.
