Amends Arizona's Citizens Clean Elections Act by modifying contribution and spending limits for participating and nonparticipating candidates in political campaigns.

Eliminates the "trigger report" requirement for nonparticipating candidates that previously required filing reports when expenditures or contributions exceeded 70 percent of participating candidate spending limits.

Reduces the early contribution limit for participating candidates from ten percent to an unspecified lower amount, and allows candidates with prior campaign debts to accept additional contributions during the exploratory period to retire that debt.

Modifies reporting requirements under section 16-958 to remove the supplemental report filing obligations for nonparticipating candidates related to trigger thresholds.

Requires passage by three-fourths vote of each house of the legislature to take effect, as mandated by the Arizona Constitution.
