Directs the auditor general to conduct a special audit examining how the state department of corrections monitors private prison facilities under existing statutory authority (A.R.S. § 41-1279.03).

Special audit must evaluate nine specific areas: security, inmate management and control, inmate programs and services, facility safety and sanitation, administration, food service, personnel practices and training, inmate health services, and inmate discipline.

Requires the auditor general to submit the audit report with specific recommendations for improving private prison monitoring to the House speaker, Senate president, and governor by December 31, 2011.

Defines "private prison facilities" as any private prison operating in Arizona under A.R.S. § 41-1609 or § 41-1682.
